Vicente Velasco has edited an extended, updated and annotated version of my
article about the evolution from primitive Elvish to classical Quenya,
originally published a year and a half ago. The re-issued version is
available as a PDF file and can be printed as a 60-page booklet:

This PDF version is in many ways superior to my own RTF version (still
available but no longer to be preferred). The use of the proper graphic
symbols (e.g. macrons rather than circumflexes to mark long vowels) may be
seen as only a cosmetic change, but I think it is a nice touch; I wish more
linguistic symbols had been available in the fonts and formats I normally
have to use when producing material intended to go on the web. The most
valuable addition would however be Vicente's extensive annotation,
providing extra information that has only recently been published, and also
alternative interpretations and points of view (thanks to Lukas Novak for
granting permission to quote him at length).
